Calspan is seeking an experienced International Trade Compliance Manager responsible for export and import compliance programs and holds policy authority for International Trade Compliance.

 

Responsibilities include reviewing and approving export/import license applications, advising about International Trade Compliance matters, providing International Trade Compliance oversight to all Calspan activities, developing and implementing International Trade Compliance policies and procedures, working collaboratively with all departments to ensure they are utilizing effective compliance internal controls, and providing International Trade Compliance training.

Responsibilities

  • Manage the company’s international trade compliance program. Research, advise on, and ensure compliance with applicable laws and regulations, in particular Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), Office of Foreign Assets Control (OFAC), Customs Regulations (CR) and the Foreign Trade Regulations (FTR).   Review and approve the export of hardware and technical data/technology.  Transact records in international trade compliance information systems.
  • Act as the company’s Empowered Official. Draft, submit, and manage applications for export and import authorizations.  Attend periodic training seminars on international trade compliance. Work on international trade compliance matters with internal and external customers, as well as the corporate international trade compliance group.
  • Develop and execute strategy to mitigate compliance risks throughout the company. Mange the company’s transaction due diligence process, oversee facility access controls and visitor management as they relate to international trade compliance, and work closely with HR personnel to ensure employment decisions and HR processes comply with applicable regulations.  Prepare, review and approve technology control plans, and provide technical data/technology transfer oversight (including visits and travel).  Understand, complete or approve import and export jurisdiction and classification of goods and technical data/technology.
  • Provide training as needed to various departments and groups on export and import compliance, prohibited party screening, trade concepts, processes for managing international orders and shipments, and other compliance-related topics.   
  • Create, implement and manage processes and procedures related to international trade compliance, shipping, receiving and customs clearance.  Identify, engage and interact with freight forwarders and customs brokers as required, including coordinating shipments.  Perform other international trade compliance duties as directed.

Qualifications

Required

  • Must be authorized to work in the U.S.
  • Must be eligible to serve as an Empowered Official under the International Traffic in Arms Regulations (ITAR)

Preferred Education / Experience:

  • Bachelor’s Degree
  • 5+ years of related discipline
  • A combination of education and experience equivalent to above

Preferred Knowledge / Ability:

  • Strong knowledge of the International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR), including anti-boycott regulations, sanctions administered by the Office of Foreign Assets Control (OFAC), Customs Regulations (CR) and the Foreign Trade Regulations (FTR)
  • Thoroughly familiar with international shipping documents such as commercial invoice, packing list, air waybill, and export and import licenses, including consignee information, INCOTERMS, harmonized tariff code and nomenclature, country of origin, customs value, export and import classifications, and license data
  • Experience with international business transactions and shipping documents
  • Ability to develop or revise procedures, work instructions, forms and business flowcharts
  • Outstanding customer service and time management skills
  • Excellent written and verbal communication skills
  • Motivated self-starter with the ability to work well in a team setting
  • Enjoys solving problems in a collaborative environment
  • Ability to quickly adapt and change priorities while professionally managing interruptions
  • Must be organized and meet assigned deadlines
  • Strong attention to detail
  • Ability to travel - 15%
